Jeremy Penny — Garbage Boy

For the past 3 weeks ive been catching Jeremy penny of truro ns eating out of my compost bin, at first i thought it was a racoon or somthing but then one morning i saw some dirty old ketchup hand prints on my compost bin so i decided to set up a trail cam and the next morning i checked the tape and i expected to see it and there it was, my neighbor Jeremy penny eating out of my compost bin ive told him to stop but ive caught him doing it 3 times since i just dont know what to do, somone please help
